Management of University Admissions System Delegated to KCUE[20080416]

On April 16th the Ministry of Education, Science, and Technology gave notice of legislation to amend the Enforcement Ordinance of the Higher Education Act and the Korean Council for University Education Act that will pass responsibility for the university admissions system to the KCUE and the Korean Council for College Education (KCCE).

This amendment will be effective from May.

Jurisdiction over the admissions system will now move from the Minister of Education to the two councils; they will form policies after deliberation among universities and related organizations and decision within the councils’ boards of trustees.

General plans for admissions processes will be officially announced one year and six months before the first day of the school year, and individual universities will announce specific plans of operation one year and three months before the first day of the school year; current regulations require announcement one year and nine months and one year and six months in advance, respectively.

Thus general plans in 2010 will be publicized by the end of August 2008, and individual university plans will be publicized by the end of November 2008.

The two councils will review the admissions processes of individual schools and call for corrections if necessary; schools failing to comply with council requests will be publicly censured.
