The KCUE announced on June 11th that its General Assembly approved an amendment to its articles of association allowing current university faculty to be considered for the position of secretary general of the organization. The amendment, which also reduces the secretary general’s term from four to two years, was prepared by the Board of Trustees on June 4th amid efforts to replace former Secretary General Kim Yŏngshik, who resigned midway through his term. Over two-thirds of the presidents’ of member universities approved the amendment in a correspondence vote.

The KCUE will immediately begin open procedures to accept applications for the position until June 18th. A selection committee will review applications and conduct interviews and recommend no more than three applicants to the Board of Trustees. The board will then review applications and conduct interviews a second time and appoint a secretary general by majority vote through secret ballot.

The position requires previous experience as a university administrator or professor or equivalent competence, and applicants must not exceed the retirement age of public officials in education (currently sixty-five years) during the term of office. The applicant selected will serve until April 7, 2010 to correspond to the terms of office of other elected KCUE officials.

Some in education circles believe the amendments were made to pave a way for a specific person, and controversy is likely to continue until selection procedures are completed.
