The Ministry of Education, Science, and Technology (MEST) and various companies and education-related organizations, including the Korean Council for University Education (KCUE), have finalized a format for university evaluations by business entities. The evaluations are intended to bridge the perceived divide between higher education and the needs of private enterprises and address ongoing complaints by companies regarding the quality and skills of South Korea’s university graduates.

The original plan included companies evaluating specific academic fields within schools on an annual, rotational basis and publicizing scores and rankings based on the perceived quality of graduates and the level of agreement between the school’s curriculum and corporate needs. That has now been dropped in favor of an enterprise-school “consultative evaluation” format in which companies assess and give advice on the curriculums of a smaller number of elite universities. This was judged to be a better way of providing substantive feedback on what enterprises need from graduates than a points-centered approach.

Hong Nampyo, a policy analyst from MEST, remarked that such a model, unlike the current evaluations done by the KCUE, will promote improvement without causing embarrassment to schools.

Detailed methodology will be finalized by the end of this month, and initial evaluations will begin sometime in the second half of this year. The KCUE will handle executive functions of the program. Different fields will be evaluated each year with cycles lasting a total of three-years, beginning this year with academic programs related to the automobile, shipbuilding, finance, and construction industries.
