On March 19, 2008, the KCUE announced University Entrance Model Plan of 198 universities (including education universities and industry universities) nationwide.
2009 is the first year to directly manage University Entrance business following university entrance autonomy policy of the new government. In order to minimize uneasiness of students and parents, the KCUE tried its best to announce the plan 10 days earlier than scheduled.
Earlier this year, on January 9, 2008, the KCUE had already collected opinions of universities on the new admission system through the council for deans of admissions offices nationwide.
On February 4, 2008, the KCUE held an extra board meeting and decided not to hamper normalization of high school education and not to increase private education. In announcing general agendas regarding 2009 university entrance plan, they paid special heed to essay tests since the tests might arouse misunderstanding that they put focus on Korean, English and mathematics as a means of entrance test.
The KCUE said that each university prepared their 2009 university entrance plan based on the board meeting.
