The Research Institute of Higher Education leads the Council’s work in researching, developing, and proposing higher education policies. It seeks to promote effective policy by submitting policy recommendations to the government, collecting data on higher education, analyzing key trends and issues, providing publications, and convening gatherings of higher education leaders. Address Current Issues & Make Policy Suggestions

Propose regulatory reform to improve the autonomy and operational efficiency of the universities
Discuss ways to address contentious issues and make policy proposals
Identify ways to address pending issues by building collaborative relations with institutional councils and committees

Conduct Policy Research & Develop Relevant Materials

Conduct policy research on the development of universities and ways to address pending issues
Develop information on current key issues on a timely basis
Organize contentious issues systematically and develop suggestions for improvement

Organize Policy Forums & Seminars

Build consensus and share information about pending issues and policies related to higher education
Identify policy issues and set key agenda
Hold discussions on pending issues and policies through policy forums, seminars and panel discussions
Enhance competence through supportive learning community for students by developing policy materials

Publish Academic Journals

Provide support for R&D activities by publishing registered academic journals specialized in higher education

Organize a joint consortium of university libraries : KCUE consortium

organize and manage KCUE consortium with KUCLA(The Korea university and College Library Association)
